Luís Carrilho, national director of the PSP, said this Tuesday, March 3, in the Assembly of the Republic that in 2025, 85 candidate agents would be excluded, following the reinforcement of psychological tests to screen for radical and aggressive attitudes.
Heard at the Committee on Constitutional Affairs, Rights, Freedoms and Guarantees, following two requests from the Socialist Party, Luís Carrilho explained to deputies that additional measures were taken in the training plan for PSP agents.
The national director of the PSP said that, in addition to the reinforcement of the psychological tests that led to the exclusion of 85 candidates last year, subjects on “prevention of discrimination, extremism and radicalism, use of social networks and personal cell phones will be reinforced in 2026, becoming mandatory subjects”.
For this year, regulations are also being prepared for a trial period of 30 additional and mandatory hours in the first year of training in this police force, an “operational mentoring system and the possibility of dismissal in the case of ethical deficiencies and serious behavior”.
This information was given in connection with the PS’s request, which asked for clarification on the cases at the Rato police station, in Lisbon, in which two PSP agents were accused of torture and rape, targeting mainly drug addicts, homeless people and foreigners.
In the indictment presented by the Public Ministry on January 9, the accused are two PSP agents, aged 21 and 24, arrested on July 10 last year, after house searches and at the Bairro Alto and Rato police stations, in São Paulo.
The indictment states that the two agents attacked detained people with “punches, slaps and butts to the head, and even filmed and photographed some of these situations and the respective victims”.
The Public Prosecutor’s Office says in the indictment that the agents chose mostly drug addicts, people who committed minor crimes, many with foreign nationality and illegal, or in a homeless situation.
One of the reported cases is that of a Moroccan citizen who was allegedly sodomized with a baton by one of the accused and beaten and then taken away in the patrol car and abandoned on the street.
“The use of the baton to sodomize is reported in another situation, where a broom handle was also used. Everything was filmed and often shared in WhatsApp groups with dozens of other police officers”, says the complaint.
