Details of the Case in Madeira

A Portuguese man, originally from Madeira, was accused by the Public Prosecutor’s Office (MP) of committing four terrorism crimes (two incitements to terrorism and two glorifications of terrorism).

According to the statement from the Attorney General’s Office released this Friday, the events occurred in the Autonomous Region of Madeira, in the years 2019 and 2020.

According to what was concluded in the investigation, carried out by the Central Department of Investigation and Criminal Action with the assistance of the National Counter-Terrorism Unit of the Judiciary Police, it was indicated that, “between the years 2014 and 2016, while serving his sentence in prisons in the United Kingdom, the defendant became radicalized and converted to Salafist-jihadist Islam, starting to defend the ideology defended by the Islamic State”.

In the United Kingdom, the accused was sentenced to an additional sanction of expulsion and a ban on entry to that country, for a period of 10 years, which will end in May 2026, and therefore returned to the island of Madeira in 2016.

There, the indictment alleges, “he continued to defend said radical ideology and maintain online contacts with radical Islamic preachers.”

According to the judicial authorities, “he made publications on social media where he publicly disseminated his ideology, glorifying radical preachers and motivating others to commit violent actions in obedience to the radical ideology he professes.”

The PGR recalls that the accused has, since 02/10/2026, been subject to coercive measures requiring weekly presentation to the criminal police body in the area of residence; prohibition on being absent from the Autonomous Region of Madeira; prohibition of online publications, on any platform, of Salafist-jihadist content; prohibition of consuming Salafist-jihadist content through access to said platforms or any other digital media; and prohibition of contact, by any means, even through an intermediary, with radical preachers or other radicalized individuals.
