Donald Trump’s administration maintains that it is waging a war against regional “narcoterrorists”, although without presenting conclusive evidence that the attacked vessels were transporting drugs.

This has sparked criticism among specialists in international law and humanitarian organizations, who classify the operations as extrajudicial executions, by focusing on
—they claim— in civilians who did not represent an immediate threat. Washington resorts to the same legal framework used for more than two decades to attack jihadist cells after the attacks of September 11, 2001.

The offensive is complemented by an extensive naval deployment that, in addition to destroying
vessels, has included the seizure of oil tankers and the capture of Nicolás Maduro.
Since then, Trump imposed a policy of oil opening and concessions on Venezuela’s interim president, Delcy Rodríguez.

In parallel, Secretary of State Marco Rubio will participate tomorrow in the summit of the
Caribbean Community (CARICOM), in Saint Kitts and Nevis, to press for a common position on Venezuela and maintain the diplomatic siege on Cuba, immersed in an energy crisis aggravated by US restrictions.

Cuban Foreign Minister Bruno Rodríguez accused Washington from Geneva of seeking a
“humanitarian catastrophe” on the island. Divided positions persist in the region: while
Trinidad and Tobago supported operations and provided logistical supportmost Caribbean countries remain cautious.

The meeting will also address the institutional deterioration in Haiti, where a transitional council transferred power to a US-backed prime minister, without a road map.
