Measures that limit new construction and changes to land in the area of future Lisbon airport, in Alcochete, come into force this Saturday (February 21), aiming to avoid changes that could compromise or make project execution more expensive.
The resolution, approved by the Council of Ministers at the end of last year and published this Friday (20) in Diário da República, applies to the Alcochete Shooting Range and surrounding areas, where Luís de Camões Airport will be built.
The planned preventive measures “aim to avoid changing existing circumstances and conditions that could compromise or make the execution of Luís de Camões Airport, as well as the activities and infrastructures related to it, more costly”, reads the document.
In the area destined for the construction of the airport, operations such as subdivisions, urbanization works, construction, expansion or alteration of buildings, as well as land remodeling work are limited.
In other delimited areas, certain urban planning operations now depend on a binding opinion from the National Civil Aviation Authority (ANAC), which must assess whether they may affect the future construction and operation of the infrastructure.
Interventions promoted by the State, by the concessionaire ANA — Aeroportos de Portugal, by ANAC, by NAV Portugal or by entities of the Ministry of National Defense, under the terms set out in the resolution, are excluded from the restrictions.
The measures are in force for two years from the entry into force of the diploma, and may be extended.
The document also provides for the possibility of compensation when rights already established are at stake.
The new airport was approved by the Government in 2024 and should fully replace Humberto Delgado airport, in Lisbon.
