Demand for Housing on the Outskirts of Lisbon and Porto Increases in 2025

In 2025, house prices in Portugal rose at an unprecedented speed, especially in large cities. Still, demand for housing on the outskirts of Lisbon and Porto remained high, driven by the supply of jobs, schools, hospitals and services.

Data from idealista indicate that the municipalities around the capital are the most sought after, with prices that can exceed 300 thousand euros.

In the Lisbon region, Amadora tops the list of most desired municipalities, with an average price of 324 thousand euros, followed by Oeiras, where prices reach 738 thousand euros. Other municipalities such as Moita (281 thousand euros), Vila Franca de Xira (414 thousand euros), Odivelas (471 thousand euros), Barreiro (295 thousand euros), Sintra (522 thousand euros), Loures (511 thousand euros), Alenquer (269 thousand euros) and Torres Vedras (449 thousand euros) are also among the most sought after. Lisbon only appears in 11th position, with an average cost of 715 thousand euros.

In the north of the country, Valongo stands out as the most attractive municipality, while other territories such as Maia, Paredes, Gondomar, Vila do Conde, Matosinhos, Penafiel and Paços de Ferreira also appear in the ranking, with Porto presenting prices around 474 thousand euros.

In the Algarve, municipalities such as Vila Real de Santo António, Portimão, Tavira, Olhão, Silves and Albufeira have average prices above 420 thousand euros. Faro, although outside the top 50, has prices around 750 thousand euros, driven by strong foreign investment and the region’s tourist profile.

It is worth noting that Cascais is the most expensive municipality among the most sought after across the country, with prices around 1.4 million euros. Oeiras and Lisbon continue with median costs of 738 thousand and 715 thousand euros, respectively.

Despite high prices, demand remains strong, supported by lower interest rates and incentives for young buyers. Interest in the outskirts is driven by more affordable prices compared to urban centers, although they are also increasing, according to idealista.
