The Order of Engineers (OE) expressed “its perplexity” with the appointment, formalized by order published on Monday, February 9, in the Official Gazette of the Union, of Fábio Alves Teixeira as coordinator of the Mission Structure for Licensing of Renewable Energy Projects 2030 (EMER 2030).
The order, signed on February 2 by the entity’s president, Manuel Nina – who until last month was part of the office of the Secretary of State for Energy, Jean Barroca” – states that Fábio Alves Teixeira “has an academic and professional curriculum that highlights the appropriate profile” for the position.
However, according to the CV note associated with the appointment, no academic training or professional experience in the area of renewable energy is indicated. The path described includes a one-year postgraduate degree in Project Management, at Porto Business School, and experience as a project manager linked to the development and implementation of software, consultancy, social innovation and international recruitment in the healthcare sector.
The new coordinator, who graduated in Nursing in 2018 from the Escola Superior de Enfermagem do Porto, has mainly worked as a government advisor.” Between October 2024 and November 2, 2025, he worked in the office of the current Minister of Culture, Youth and Modernization, Margarida Balseiro Lopes.
EMER 2030, created in 2024 to accelerate and organize the licensing of renewable energy projects, an entity under the supervision of the Minister of Environment and Energy, is associated with technical and operational tasks within the scope of the PRR.
The OE considers that, “taking into account the intervention areas of EMER 2030”, “the coordination of the work of this Structure requires skills and experience specific to engineering professionals”, arguing that the role must be assumed by “electrotechnical engineers or engineers specialized in the energy field, possessing essential technical knowledge in the field of renewable energies and the management of national energy resources”.
In the statement, the Order also emphasizes that these are matters that “constitute engineering acts”, with “high demands in terms of technical responsibility and public trust”, and therefore “reaffirms the need for immediate reassessment of the criteria that supported the appointment to coordinate EMER 2030.”
