Lisbon. PS asks about preparation for the depression Leonardo, BE about Chega’s presence in municipal companies

At this Wednesday’s (4) City Council meeting, the 13th of the current Executive, the Socialist Party will question Carlos Moedas about “Lisbon’s degree of preparation in terms of preventing and responding to storms”, remembering, in the document to which DN had access, that the “approach of the Leonardo depression is expected, which will bring heavy rain and intense wind with gusts of up to around 100 km/h.” The socialists led by Alexandra Leitão want clarification on the measures adopted in Civil Protection and urban drainage.

At that same meeting, and given the fact that it has more intervention time than other opposition parties, the PS will also focus on the growth of drug consumption in Lisbon, lamenting the “lack of adequate structures and supervised consumption.” DN reported this at the end of 2025, with records of overcrowding in consigned spaces, which leads to a proliferation of open-air consumption, with a special incidence in Alcântara, Campolide and Campo de Ourique (read more here).

PS councilors, according to the document to which DN had access, will point out the “lack of a clear strategy that treats drug addiction as a public health problem with direct effects on urban cohesion and the city’s safety.”

The socialists and the Left Bloc agree on the request for clarification on the abandonment of the university residence project at the former headquarters of the Ministry of Education, on Avenida 5 de Outubro, which was intended for student accommodation. The PS will ask whether the municipality was consulted about the change in the property’s destination and what its position is towards the Government. The Bloc went further and sent a request to the Government to find out the “detailed technical and legal basis that led the Ministry of Education, Science and Innovation to consider as unsustainable” a proposal for university residence that did not require direct financial investment by the State”, criticizing the lack of formal responses “to the proposal presented by three higher education institutions (UNL, ISCTE and IPL).

In addition to this point, blockers point out the lack of transparency in appointments to municipal positions with former Chega list members, in this case the appointment of Mafalda Livermore as member of the Social Services Administration Council of the Lisbon City Council. At the end of last week, DN reported the statement sent by Left Bloc councilor Carolina Serrão, in which she considered that the appointment “raised questions of transparency, competence criteria and potential conflicts of interest”.

The Left Bloc will also ask questions about the towing of bicycles by the Municipal Police. The PCP, through João Ferreira, will also raise questions in this regard.

However, The hottest point of João Ferreira’s intervention will have to do with the “situation regarding responses to the consequences of the Elevador da Glória accident”, remembering the five months of the tragedy. “Support for victims” and “resuming the operation of elevators in the city” will be on the agenda.

City Council moves forward with requalification of Rua Ferreira Borges

Carlos Moedas will take to the meeting the redevelopment work on Rua Ferreira Borges, in Campo de Ourique. “The project was prepared by municipal services, with its execution being carried out by Lisboa SRU, Lisbon’s municipal works company, for a total value of 5.5 million euros”, highlights the municipality, highlighting the importance of requalification in areas such as “safety and automobile circulation” and intervention in “priority infrastructure networks, such as sanitation and public lighting.” The City Council plans to divide the work “into three phases, with a total duration of 19 months”, advocating that there is “constant coordination with the Campo de Ourique Parish Council”, currently supervised by a social democrat. “

The requalification of Rua Ferreira Borges is part of an integrated vision of the Municipal Executive for the parish of Campo de Ourique, which intersects with the extension works of the Red Line of the Lisbon Metro”, details in a note sent to DN. The meeting will also include “the exemption from public space occupancy and advertising fees for merchants affected by the carrying out of the requalification work on Rua Ferreira Borges.”
