The European Commission has opened an in-depth investigation into the activities of Goldwing, a Chinese wind turbine company operating in the European Union (EU), on suspicion of illegal aid.
According to a statement, the community executive “has initiated an in-depth investigation to assess, under the Foreign Subsidies Regulation, the activities of Goldwind Science & Technology Co., Ltd. (Goldwind) in the production and sale of wind turbines and the provision of related services in the EU”.
Brussels also said it had “preliminary concerns that Goldwind may have benefited from foreign subsidies that could distort the EU’s internal market”, including non-repayable aid, preferential tax measures and preferential financing in the form of loans.
The Commission has preliminary concerns that these foreign subsidies could improve Goldwind’s competitive position in the domestic market and harm competition in the supply of wind turbines and related services in the EU.
Goldwind, based in China, operates mainly in the manufacturing, research and development, sales and maintenance of wind turbines, operating in the EU domestic market, “including through Vensys [empresa alemã que adquiriu em 2008] and other subsidiaries”, explains the community executive.
The European Commission initiated this investigation on its own initiative in April 2024, by sending requests for information to several companies active in the EU wind sector, including the target.
Based on this 2024 preliminary investigation, the Commission found evidence that Goldwind may have received foreign subsidies that distort the domestic market.
In this in-depth investigation, the Commission will assess whether the preliminary findings are confirmed.
