Oswego, N.Y. — A former Oswego police officer has been arrested after investigators say he paid a woman for sex and improperly used police databases to look for personal relationships while still on the force, city police said.
Scott L. Smith, 41, of Malone, was arrested Monday and charged with official misconduct, a Class A misdemeanor, according to Capt. Bryan Thompson, Oswego Police Department spokesman.
Thompson confirmed that the alleged misconduct included repeatedly paying a drug-addicted woman for sex and using law enforcement databases to establish personal relationships with the women.
The arrests followed an investigation that began after the department was alerted to information regarding Smith’s behavior, Thompson said. Smith, who previously served as an officer with the Oswego Police Department for 10 years, was processed and released on an appearance ticket. He is scheduled to appear in Oswego Municipal Court on Jan. 29.
Smith was relieved of his duties three years ago in February 2023 after an extensive internal investigation into his conduct, Thompson said.
The investigation was conducted with the assistance of the Oswego County District Attorney’s Office and the Onondaga County District Attorney’s Office, who are serving as special prosecutors in the case.
